Problem on one OV license supporting more than one application

Does anybody know if one OV license support more than one application being developed on it?

I can not realy understand your question. what is a OV license? What do you want to do exactly?

Based in part on your previous HPUX question:
Are you sure we are talking VMS (OpenVMS) here?
If so, WELCOME!
Please tell us what version, what hardware?
If not, maybe another forum is a better choice.
It seems the term OV is used mainly in the Management software and system tools
