Retransmit TCP packets in TCP 5.3

Does anyone knows the algorithm used by TCP to retransmit packets that are lost ?

I found timeouts after 1 to 7 secs but what is the logic that is used. I know there is a parameter tcp_rexmit_interval_min and that it can decide to resend because it is receiving duplicate acks but my 1 to 7 seconds is without any communication between the 2 nodes.
