Have you considered enabling the NTP-protocol?
$ @sys$manager:TCPIP$CONFIG
choose server components
enable NTP protocol
You will have to specify which other peers should be contacted to get the time from.
Look for details in the TCPIP documentation (http://h71000.www7.hp.com/doc/732final/6526/6526pro_028.html#ntp_chap)
(for 7.3-2, TCPIP 5.4, but similar are available for previous versions; but I think this new documentation is valid for the previous versions as well)

Beside NTP as mentioned by Willem, you can use DTSS too with Decnet-plus.

sorry no, I would have expected the NWML to provide one but could not find an indication that they actually do. OTOH Germany is not to far away, so you might be able to use the PTB server (as long as your timezone information is correct it does not matter that the clocks in the UK go different than in D ;-)
