SSH ambiguity....

Hi, i want to install SSH on GS80 in cluster environment running OpenVMS as operating system. Please tell me should i have to install any 'ssh client' on my windows desktop as well.

Yes, you have.
You must have client that can connect to some host (in this case VMS) using ssh.
In vino veritas, in VMS cluster

Both sides must have SSH. So yes.

Note that tcp 5.4 is needed to have an acceptable version of SSH.
