Webserver dropped connection to oracle database on VMS 7.3-2

We have a webserver running Cold Fusion MX 6.1, which connects to and Oracle817 database on an AlphaServer es40 running VMs 7.3-2.

The problem is that randomly throughout the day we see that the Cold Fusion data source names either drop or can't establish a connection, which causes the Cold Fusion application to hang and use up 100% cpu

is oracle and and the web server on the same system and how the connection made (IP)?
