What are the min updates for VMS 8.2 to update DST change

I am looking for the minimum update requirements to correct the DST change.

Is this the only updates needed?

VMS82A_PCSI-V0100 , VMS82A_TZ-V0200

Do you have java ?
Do you have any applications written in C?

Which TCP/IP product do you use? There are patches for some.
