WRQ reflections on IBM Laptop to MBM card
This connects me to an MBM card and to logout I need to enter logout and the ctl-]. When logged into the MBM and entering the ctl-] I seem to generate a Question mark.
Any Idea how I can map the Ctl-] to be the break key or terminate the telnet command?

sorry, I don't have WRQ reflection, but I may be able to at least guide you in the right direction:
With PowerTerm, I can solve this kind of problem using Script -> Script Command and then entering the command "Send \035"
035 is the octal representation of ASCII code CTRL-]. Maybe WRQ reflection offers a similar kind of script facility, which allows you to send any specific ASCII code.

because after logut you are in windows environment, I guess you can use windows keyboard; keep pressed ALT key while type 2 and 9 on numeric keypad. In this way you could send code 29 (that's Ctrl-]).
Another way (as in pathwork) is map any key with desiderated key.

We encounter some problems with terminal servers when the remote system administrator for that terminal server has mapped certain control characters for certain purposes.

just for clarification, this is only an access for system administrators, isn't it? I would strongly discourage having general useres access the system via MBM. On some of the systems I used Ctrl-7 did act as Ctrl-] while being connected to the console.

Yes this is strickly for admin use.
To one, provide remote access to access SRM mode or P00>>> to perform standalone backups like Image save restore, access and config wwidmgr to set UDID numbers etc...
I will be testing partion access to move from MBM mode to P00>>> mode like on ES45 where you get access to a terminal session, enter a pswd to get to RMC mode to perform such tasks as powering down server after sys$system:shutdown , then at P00>>> enter H for halt and then toggle to RMC mode to powerdown etc...
I will be testing key sequence this week, before my actual work on the weekend.
