5.1B:telent,ftp problem

we are running tru64 unix 5.1b on AS4100.for the last few days we are having problem while connecting via telnet and ftp. the ftp login response time is aroung 1 minutes 25 seconds while telent session sometimes just timeout.we have replaced the network cable,NIC and have checked the configuration.can anyone suggest further steps to check and resolve the issue as soon as possible.

steps:

1. check dns
2. what does netstat -i tell you?

btw. there is a troubleshooting section within the network admin guide, but funny to see we can sell some piece of hardware (cable, nic) if any problem occure ;-)
