Alpha DS20E is not booting

My Alpha DS20E server is not able to boot after power off, no display through VGA or Terminal.

Replaced the memory with no luck
Replaced the Processor with no luck

I tried to find detailed description for the system board switches with no luck.

i don't have a land to start any command!!
How to reset to defualt settings?
How to enable boot?

There are LEDs on the front of machine.
Plesase, post LED error code (which of then are on and off).
I will try to find service manual for DS20E.

I already visited all of these URL's with no luck. I tried to change the switch settings on the system board with no luck.

when i power on the server i couldn't see any led light in the front panel of the server.

I can see when i power on the system Flickering on my monitor then it comes idle again.

i replaced the VGA Card it gave the same.

I don't know what i have to do next?
