Also, Please look at the following link for patch:
http://ftp.support.compaq.com.au/pub/patches/osf/v4.0d/DIGITAL_UNIX_V4.0D/doc/txt/OSFPAT00116500425.txt
you can find the following information from the above link:
PROBLEM: (FNO86520A) (PATCH ID: OSF425-916)
********
This patch fixes the problem of user/group quota underflow
messages from appearing on the console. It also fixes the
problem of inconsistent AdvFS quotas found when comparing vrepquota
and vquota.
An example of a console message that can be seen is:
vmunix: chk_bf_quota: group quota underflow
vmunix: chk_bf_quota: user quota underflow
Thanks.

That V4.0D patch is ancient. I think there were more fixes in later releases. But in any case the messages won't go away until you run run the checkquota command also. Also note that you should add ",userquota, groupquota" to "rw" in the /etc/fstab for AdvFS file systems (as instructed by sys_check). This does NOT enable enforcement of quota's!
