decnet failed on DS10/tru64 4.0g

I restarted my workstation this morning but decnet didn't come back, below this the error message:

#/sbin/init.d/decnetois start
Routing ... NSP ... OSI Transport ... Session Control ...
ncl >> enable session control

FAILED IN DIRECTIVE: Enable
DUE TO: No such Entity Instance exists

DNS ... waiting for DNS clerk ...

waiting for DNS clerk ...
waiting for DNS clerk ...
waiting for DNS clerk ...
Node Enabled...

then it stuck there for ever...
I'm sure its not a hardware problem cause TCP/IP is still ok. Any suggestions?
