DS25 AlphaServer interface card link down after reboot

hi,
we have an Alpha Server DS25 with Tru64 unix. there are two onboard interface cards. one card is working fine but the other's link go down automatically whenever machine reboots. And we have to up it manually by ifconfig........... or by deconfiguring the card and configuring it again..
Do we need some extra configuration?

Are the console variables set the same for
the two interfaces?

What do your /etc/rc.config entries look like?

Please post the output of
# grep NET /etc/rc.config
# grep IFC /etc/rc.config

Is there anything in your /etc/inet.local file?
