						have a look into /etc/inetd.conf, there should be a line containing ... telnetd ...
If it is not commented it will start if you try to login.

If you're talking about "root" access via telnet then all you have to do is edit "/etc/securettys" and add the line "ptys" (more info is within the file).
If this is not the case, please provide more information so the problem can be diagnosed.
