8290 Does not recognize blank CD-r in Win 98???

Recently, my cd-r drive started acting up. It does not recognize a blank cd-r; it simply blinks green for a minute or two, then starts to blink red, indicating an unreadable cd. These are brand new cd-r's. I've uninstalled all the drivers and reinstalled them via the installation cd. Nothing i've tried has worked. Please help ASAP!!!
