Playing DVD's on TV

I have the Matshita DVD on a laptop I bought in the US. I've moved home to the UK. I want to play CD's on my TV, and have a scart socket, with Audio In/Out and an S-Video cable which links the TV to the laptop, but nothing plays on the TV. Do I need to do something on the laptop. Any ideas? I'm a relative beginner, so sorry if this is basic!!

Find a channel(AV or other) on TV, in bios(or in display settings) choose PAL for TV.
In display properties/settings/advanced/monitor click on TV.
Then if I have understand well, you have s-video on laptop and only scart on TV. take a look on this>

If you have this cable RCA to scart it should work just fine.
