BOOTING problem

hy everyone!

i have hp elitepad 900 
due to insufficient charge pad closed during resetting which cause in currupting window,,, so i dont have access to window for this purpose i have to install an operating system to hp elitepad 900

the problem is that it can't boot from usb so can anyone guide how to intall operating system to this pad
