Query: Error: Locale or Codepage not properly installed on this machine on upgrade to IMC 7.3

On upgradeing to IMC 7.3 E0710P04 i've got

Begin to install database and data...
-----------------------------
Begin to install monitor_db data...
-----------------------------
Begin to create monitor_db table...
Error: Locale or Codepage not properly installed on this machine

How to fix this?
