HPE/Aruba Software Installation

Hey All - I have a question in regards to installing software onto HPE/Aruba gear. Can I do it on my own? Do quoted prices from HPE include software? If I bought used gear is it legal to install software? If so where can I go to download software? If I resell the gear, is it legal to put new software on it?
