LTO5 Ultruim 3000 tape drive not working

Hello, I have a problem with my LTO5 Ultruim 3000 tape drive.
I got a used LTO-5 SAS tape drive and connected it to my computer, but it does not work with all LEDs lit.
I have replaced the cables, SAS HBA, and the drive but the symptoms have not changed.

Operating environment: Windows 10 Home 22H2
Windows 10 Home 22H2
SAS HBA DELL PERC H310 with IT firmware

@Cali I looked at the linked page, but could not find a pattern where all the LEDs are lit.

Is it the same when nothing is connected except the power supply?
Is there a tape in the drive?
Can you post a photo?
