Product locked to previous owner, how to unlock so I can use the product

I believe a previous owner of part number JL255A still has this product associated with their account. I cannot add the product until they release it from their dashboard. Is there a way for me to do this on my own? Or do I need to contact the previous owner and have them manually release the product?
