"Invalid file name." when trying to load patch

"Invalid file name." when trying to load patch

I have a 5130-24G-4SFP+ EI (JG932A)

This week there was a security bulletin that we should update the device to the latest version.
Normally we just use complete images now its just a patch.

But now I'm trying to add this patch: 5130_EI_7.10.R3507P02
Its already running R3507

The instructions are

<>install activate patch flash:/5130_EI_7.10.R3507P02 all

When I do that I just get a

"flash:/5130_EI_7.10.R3507P02: Invalid file name."

this is strange because the file name is 100% correct, also I tried to copy it to both sloths etc but no succes.

On the console I see the message

PKG/5/PKG_INSTALL_ACTIVATE_FAILED: -IPAddr=10.100.3.96-User=*******: Failed to executed the install activate command

Anybody an idea how to fix this?
