SFP issue with Instant on 1930 HPE-JL680A

I just purchased as HPE-JL680A Switch  Instant-on 1930 .  I am  trying to install a Finisar 1000T SFP (FCLF8521P2BTL),  but I cannot make it work.   It blinks green when the SFP is inserted, but nothing else.   I noticed the SFP worked while the system was booting,  so it seems the switch disables the SFP after it starts up.

When I check the logs, is shows:   NSFP-I-SFPGibicDetected  10 SFP port is present, module type - 1000BASE-T 

So it seems the SFP is successfully detected.

Is there any command to remove the SFP restriction lock so the Finisar can operate normally?   This is totally bogus since I was told that Instant on 1930 has no lock mechanism for SFP
