Satellite Management SNMP traps not sent

Satellite Management SNMP traps not sent

I have a MSM710 and I've configure the SNMP traps for the heartbeat, new satellite detected, and satellite becomes unreachable.  I'm getting the heartbeat traps, but not the satellite traps.  Took traces and never see the packets sent.  Any Ideas?
