Unable to create PCM V4 free License

Hi there,

 

I just tried to register a PCM V4 free License. After I've entered the Installation ID and clicked on Next, i get a message "The page you requested can not be found or displayed at this time. "

 

Is this a general issue or just a problem with my accout?
