Error installing RDP 2.2

Hello,
I have already upgraded one domain to RDP 2.2 and now I am trying to upgrade the other domain. When I run the setup I error at the same point everytime. Creating the server/database - Setup was unable to run "DBinstaller.exe" to create the "express" database. I thought it was the CD so I copied it locally and had the same problem. It was the same CD I used successfully before.
