HP Rapid Deployment Pack 3.6 Upgrade / Install

install fails at Task: Unpacking the install data at %38 everytime..

# have uninstalled RDP from the server
# have tried this install from iso/disk/dvd
# have downloaded iso this a couple times
# have created a new Database

any ideas ??

now this happens on versions 3.7 and 3.5 as well

removed all software and deleted registry entries ..
