PXE-E51 Error message

Hello I hope someone can help me.I have a standalone computer at home with DSL modem connection and Im trying to install windows server 2003 in virtual pc for me to study the server but i got error message "PXE-E51 no DHCP or proxyDHCP offers were received" so i check my BIOS 1st boot(CD-ROM) 2nd boot(Hardisk) 3rd boot(PXE UNDI Bus 0 Slot) I tried to disabled the 3rd boot but it will just directly goes to Reboot device and insert proper boot media.Can't I use Virtual PC if I only have standalone computer.Please maybe someone can help me

have you setup VirtualPC to mount a bootable cd/dvd image of W2K3 where you can start its installation, otherwise it will try to boot from the network (PXE) as the virtual Hard Disk is blank.
