1850R - "Parity Error PCI Slot ?"

I'm having trouble with a Proliant 1850R.

The server passes all Compaq diagnostics without failure, but I'm running into trouble during SmartStart.

The server errors out with the message "PCI Bus parity Error PCI Slot ?".

I've swapped the motherboard with a know-good board but the error still occurs.

Could I have a bad riser board?
