yes follow seehigh step just try Proc 2 in slot 1, if that step works, so put the other processor in the second slot.
let me ask are you adding the Procesor Power module (PPM) 2 for the second processor
the first PPM is embedded but the second you need to install it if you add a second Proc.

While upgrading to 2nd processor, it has been seen that the server will not work, unless you install the new processor in the first slot. Seems like there is a specific hardware requirement by the new processor. This has been seen mostly in Generation 5 servers. The situation is worse for customers who have to upgrade multiple(10-20-50) servers. Hopefully a new firmware will correct this issue.
Coming back to your issue, I am sure you have the latest BIOS firmware revision before you add a 2nd processor.

The new processor works in the 1st slot. Soon as I put the original in the second slot it won't boot.... Any other suggestions??????

let me clarify if you already done this:

using one Proc at a time in slot one server boots up fine? right?
so now if you add a second Proc in slot 2 server wont boot up? right? no matter which processor you put in slot 2? if so O would say System board is bad
is there any light indicator?

both processor match each other.?
also remember PPM 2 (processor power module) has to be installed in order for the sever to boot

well in the case you tried all the possible scenarios with the Procs (swapping, one at time, inserting, PPM)
I'm thinking call HP to get a System board replacement

did you update the System ROM already?
try downloading firmware CD and apply it?
does the server load windows fine with just one Proc?
clear NVRAM also (do you know the procedure?)

then click for "All Parts"

Put the processors one at a time and turn on the server with the cd-rom inside.
Find that the 2 processors are identical.
Look carefully at "Stepping"
If they are not identical exchange the old one to obtain an identical pair.
