AMD Opteron Processor HE vs non HE models

What is the difference between HE and non HE models? Example 2216 HE and 2216

HEâ indicates a 55W low-power AMD Opteron processor. Performance of a low-power
AMD Opteron processor HE model number, XYY, is equal to the performance of the same model number standard-power version. For example, an AMD Opteron processor Model 275 HE offers the same performance as a standard wattage AMD Opteron processor Model 275.

So there's no performance variation,just a nomenclature i suppose.
