ATI all wonder 128 PCI, system won't post

Hello, I installed this card and the system fails to post, it hangs on PCI auto config per the LCD on the unit. I've tried this with the onboard video enabled/disabled with no luck.

Is there a fix for this?

I forgot to mention I've installed the latest RomPaq for this system E39 04/19/2000
and the problem persists.
