It is very useful when you have servers that are stacked up on a rack. When you work on a server and you go from the front to the back to pull a wire or a component, you light this up and you know which server you are working on.
Flashing means you have the remote management (console?) connected to the server.

If it is solid, you can turn it off in the back of the server. The blue light in the back of the server is also the switch to turn it off.
Did you see page 75 in the URL above? Item #2 "UID LED and button". Not sure but the front LED may be a switch as well.
