Compaq Tasksmart C2000 boot issue

Manager replaced the original PII 450 processor with a PIII 600 processor and then the server will not boot. Replace the PIII 600 with the original PII 450 and still will not boot. Nove video at all ( not signal to monitor - but tested monitor on anothe computer and is ok ) no hard drive lights, a continully blinking light on the CD rom drive. Have reseated the prcessor, PPM card, and all 4 memroy simms. Only power light on the right side, not network traffic, hard disk utilization, and no link light. Any suggestions will be greatly appreciated. Thanks Earl
