Hello,
when saving the Bios RBSU content with the
provided conrep it seems that not all parameters
are written to the file. For example I cannot
find an entry for the boot order, or the ip
address for the BMC adapter.
Shouldn't conrep save all settings?

Solution
Last question first -- no CONREP does not save all settings. It can depend on where the setting is stored, or whether it would be safe to change/set something via CONREP. Most BIOS settings are covered, but not all.
For boot order, you need the standalone SETBOOTORDER utility, part of the SmartStart Scripting Toolkit.

SETBOOTORDER seems to be temporary, only affecting the subsequent boot. Is there an option for setting it permanently?

SETBOOTORDER should be a permanent change. I've seen two cases where this doesn't work: 1) BIOS bug (I'd try the latest BIOS to eliminate this case) 2) user has disabled IPMI service in OS. SETBOOTORDER depends on IPMI for this configuration.
