CPU Threshold Performance

Dear All,

I have a problems with the CPU utilization threshold. The are set to 65 Warning and 75 Critical. The polling period of the agent is 10 minutes. I'm receiving an alert and have an entry in the event viewer about threshold passed, but at the same time I'm using an SNMP RRD tool to query the CPU performance trough the OS MIB and I could not see the same result.Both are running on 10 minutes poll period.

Do you know if the Foundation agents take first snapshot and compare the values between the snapshot prior to raise an alarm or just detect the value on the poll and it raises an alarm.
