DL140 cannot power off

DL140 cannot power off

I cannot switch off the server from Windows 2003 shut down procedure, nor with the power button. It is powers on automatically either case. If I remove the power cord and plug it back again the server powers on automatically in that case also. I applied the latest available firmware.

I tried to replace system board and riser board also.
