DL580 Video Not working

Just came across a DL580 and the video is not working all the time at boot. Any clues?

Is this a DL580 G1?

Does the server boot up fine, or not at all? or do you not know?

Does it have a Riloe Card in it?

It's not boot from what I can tell. The system is clean, no OS to boot to.

I don't think there is a Riloe card in the box.

What I see is a red led on the motherboard either CR526 or CR527. I'm having a real problem finding what these LED are for. Any clue?
