Is it possible to operate fans in ProLiant DL380?

The fan speed is controlled by the BIOS and the system driver if it's installed.
If the HP software is not installed fans are likely to be running at a higher speed.

It's because there's no option. The fan control is automatic and not user controllable.

Fans work very noisy but in room cold.

Update server BIOS and install Windows Proliant Support Pack. The system driver should regulate fan speed according to the internal server temperature.
