hot swap pci cards?

Can I hot swap PCI cards in an ML370 or 5500?

That is to say, replace a dead card with the same specifications without power cycling the server? Or add a new card for which drivers are already installed in a different slot?

The PCI slots in the ML370 and PL5500 are not hot-swappable .
