How to connect to the ILO HP Dl380p gen8
Followed the below steps as per https://support.hpe.com/hpesc/public/docDisplay?docId=a00039812en_us&docLocale=en_US#N1006B
So I do not have a display to the server and trying to use my windows laptop as display. As per the above link the default IP is 192.168.0.120
Connected the ethernet cable to the iLO ethernet port at the back of the server and the other end to my laptop. configured a static IP 192.168.0.86 with subnet mask 255.255.0.0
http://192.168.0.120/ --> Page not displayed.

The document tells that the static IP address configured is 192.168.0.120 and they have used this as an example.
The document also tells us to exclude the same IP address in other instance. Please try using the static IP address which you have configured which is 192.168.0.86.

Hello,
The document referred "https://support.hpe.com/hpesc/public/docDisplay?docId=a00039812en_us&docLocale=en_US#N1006B" to is for HPE SimpliVity 380 node and that too for Gen9. The title of post read as "How to connect to the ILO HP Dl380p gen8".
Hence, the following response is based assuming that the query on HPE ProLiant DL380p Gen8 Server.
From your query, it could be gathered, that the iLO has not been setup to be reached over the network.
If so, I request you to refer to the HPE ProLiant DL380p Gen8 server's Maintenance and Service Guide, on page 95, section "Rear panel components", item number 9 to identify the location of the dedicated iLO port on the server. Once identified, please connect that port to your switch/hub. You may refer to section "Connecting iLO to the network" of the HPE iLO 4 User Guide for information on the cables to be used.
Next, you may refer to section "iLO default DNS name and user account" of the HPE iLO 4 User Guide to obtain iLO default login information. Using this information, you should be able to login.
Alternatively, you may configure iLO IP assignment using the iLO RBSU software embedded in the system ROM. For that purpose you may perform the following steps:
a. Restart or power on the server.
b. Press F8 at the server POST screen. The iLO RBSU starts.
c. Select Network > NIC and TCP/IP. The Network Configuration screen is displayed.
d. View or update the NIC and TCP/IP settings. To save the changes, press F10.
e. Select File > Exit.
Once iLO access has been configure, access iLO by browsing to its IP address, or hostname if available.

And this is only true if the Server is new Out of the Box from HPE Factory.
As Gen8 is an old Server, I assume, someone has already configured a different IP.
So, in the end, you need a Monitor to check, the iLO IP is also shown during the Boot Process.

I have used the same process. I have connected a CAT6 RJ45 cable to the iLO port(number 9 in Page 95 of the document you referred) and the other end of the cable to my laptop.
The seller has reset the iLO to factory default settings.
After connecting to my laptop, I have configured the new IP address with 192.168.0.80 and subnet 255.255.255.0.
Then on microftft edge, http://192.168.0.80 and page does not display

You may use Internet Explorer or Chrome. In both browsers, you will need accept or allow less security certificate for the login page to load.

@TVVJ No luck either. Tried with least and no security certs on multiple browsers and multiple laptops. No luck ...

I have an Idea.
If you can Ping the iLO IP, but have no Browser Access.
Check TLS 1.x settings, some are now disabled by Microsoft OS.
It did not help to enable the IE Settings.
I have some old iLO where I can only use WEB GUI with Old IE on an Old Windows Server, with no Updates.

Or try to use Firefox 3.6 portable.

Have you tried to set up your subnet mask to 255.255.255.0 rather than 255.255.0.0?
Also, the iLO with IP 192.168.0.120 will only be true if the iLO is in its default configuration, like factory reset.
If your server is running Windows OS you can use the iLO configuration Utility software to manage the iLO from Windows and set it to the desired network.
