How to enable IPMI on DLxxx servers?

I have DL320 G6 and DL160 Gen9 and they are not listening on IPMI port event the service is enabled. Is it somehow licensed? Or how to enable it?

How did you determine they're not listening? Since IPMI uses UDP, it's generally hard or impossible to determine whether something is listening there. Unless you send a packet with valid authentication you will simply not receive an answer, and that cannot always be distinguished from "there is nothing on that Port" for UDP.
