How to resolve this problem?

Does the server get to boot? Can you access the web interface?
After a power outage or any other improper shutdown, the PSA might experience so many errors in its file system that it rebuilds the disk from the default image.
If it cannot rebuild from that image, then you need to contact HP Customer Service and see if there is a replacable hard disk for this or a way to re-image the disk.
If the default server image was rebuilt, then the printers, network configuration, and drivers will be not be automatically restored. These configurations must be restored "manually" by you from your last configuration backup.
