HP ProLiant DL180 Gen9 Server - Usage as a workstation

I am considering purchasing a HP ProLiant DL180 Gen9 Server which I wish to use as a powerful workstation.

Would harm the server if I were to remove the fans as the server is very loud with them?

Is there any particular reason why a server would even need more fans than a standard desktop computer if it wasn't being used in a typical server environment with lots of workload?

System won't run with the fans removed

You'd be better off buying an HP workstaton in the Z600-series, they come with dual CPU "server"boards but are designed for use in office environments (so they're relatively quiet)
