Hello,
You may try by clearing the server's NVRAM. This requires the following:
- That the server is first powered off,
- The power cables removed from the server,
- Removing the access panel,
- Identifying the "System Maintenance" on the system board,
- Setting switch "S6" from the default position of "Off" to "On",
- Closing the acccess panel,
- Connecting power supplies to the server and powering it on.
Once a message indicates that a system maintenance switch is turned on, reverse the above procedure after the power cable is removed from the server. Then connect the power cable, power on the server and see if it works.
To locate the system maintenance switch, please refer to item 25 on the "System board components" on page 10 of the HPE ProLiant ML150 Gen9 Server User Guide for its location on the system board.

It appears that more troubleshooting needs to be performed to isolate the issue.
