Can i create raid 1 using hpe-universal-sata-hhhl-3yr-wty-mdot2-kit ana two m.2 ssd and after use this raid 1 to boot OS?

HPE DL380 Gen10 24SFF +
HPE DL38X Gen10 12Gb SAS Expander Card Kit with Cables
16 SSD or 16 HDD FOR DATA

Yes, only with software raid (S100i).
