Did you try connecting a laptop or computer with a cross over cable directly to the ILO port? ILO is not Windows dependent. You need to set the IP Address and it should show up on POST. Verify the setup is correct. If you are connecting from outside a firewall, it needs to be allowed traffic.

ipmi not working ,pinging but unable to access and ip is ping ,Unplug the iLO's ports after not ping ing
