Is the 11th Gen DL380 motherboard the same on all chassis?
From reading the manual I can see that certian configuations like the 24 SFF drive bay configuration will then reduce your available DIMM slots from 32 to 16. Is this because the SFF bays are covering up the DIMMS or because the motherboard is different in each of these units. We would like to know essentially if all chassis motherboards are the same thank you.

The guide you sent me isn't even for the right server its a gen 11 dl380 please help me

Interesting, that's new to me.
I'm able to configure a DL380 Gen11 24SFF Server with 32 DIMM.
Be sure to use 2 CPUs if you want to use more than 16 DIMM Slots.
Where did you find this Information?
Just check the Specs (https://www.hpe.com/psnow/doc/a50004307enw.html) and see no Information about 24SFF and Memory dependency.

The HPE ProLiant DL380 Gen11 quick specs on the bottom of page 9 specifies 24SFF gives you only 16 DIMM slots, and the manual has a bunch of parameters for other things too.

OK, I see, it's not clear in the Text.
But the configurator says:
For 12LFF / 24SFF CTO Server, Max Quantity of 256GB Memory is limited to 16 for 2 Processors and limited to 8 for 1 Processor.
So this limitation is only for the Octal 256GB Memory Modules.
I checked it and 32x 128GB (or lower) is possible.
I assume Power and/or Heat is an Issue if using these big Memory Modules together with 12LFF/24SFF Disk.
To answer your question, the MainBoard is the same.
