Make sure your array controller is set as your boot device and boot order in the bios.

I agree with john, make sure the array controller is set to be the number 1 controller in the boot order. To do this use the smart start cd and run the system configuration utility or press F10 but I guess the F10 option would not work if no boot device.

I have 3 drives in a RAID 5 configuration, single logical drive on a Smart Array 641 controller.
Running Windows 2000, yeah a little behind the times.
The "No SCSI Boot Device Found/SCSI Bios not installed" message actually happens after the HP Ultra3 BIOS scan not after the 641 scan.
My Boot Controller Order does list the Smart Array 641 controller first.
If I press F1 at the HP Ethernet Boot Agent screen Windows does start fine.
What am I missing?

"No SCSI boot Device found" is a generic message. What you should be concerned about is that after the initilization of the SA641 it should show Logical drive found/detected. If your system does stop at F1 prompt that can be disabled by going into F9.

Yes it does show 1 Logical Drive after the 641 scan.
Nothing is attached to the on-board Ultra3 SCSI.
What am I missing in F9...
IPL is...
1=CDROM
2=Floppy
3=Hard Drive C: (see boot controller order)
4=PCI Embedded Compaq NC7760 Gigabit....
Boot Controller Order is...
1=PCI Slot 2 HP SA 641 Controller
2=IDE Controller
3=Ultra3 Port 1
4=Ultra3 Port 2

I think you're alright. You are not missing anything at all in F9. If you would like to disable the F1 prompt then you can do this by going in F9. I believe the F1 prompt should be listed under Advanced Feature/Mode. Please let me know if that's what you're concerned about.
