I believe you press to fast to the F8 button. I think your ending up in the HP utilities.
You need to press F8 just before windows 2003 is starting up. (Just before the black screen and the grey bar is running)

As far as I know the only time you get to boot from Hard drive or CD is when you have a bootable CD in the CDROM and when you reboot the server. Otherwise, unless you missed the spot where you have to press F8 and pressed it at a wrong spot you should be able to get all the startup option including Safe mode.
1. Make sure you pressed F8 just at the point where Operating system loading stage started
or
2. You can try the following boot.ini modification explained in this link

I forgot to mention that if you have a CD in your server when you boot make sure it is not there
