ML115 won't boot with PCI PVR-350

I installed a Hauppauge WinTV-PVR-350 into one of the PCI slots, but when I press the power button to turn on the server the internal fans move slightly but it doesnt power up. The power lights stay orange. When I remove the PCI card the server starts without any problem.

Any ideas?

Sounds like the card has some type of short causing the power supply crowbar circuit to kick in
